No. I believed this explaination means that nanomachine exists everywhere in the world and in large quantity like air.
Unless you have the authority, like Mile here, you are unable to see them and talk to them.
Despite not being able to see them, they obey “thoughts wave” which are sent out by humans as program to do so.
Pauline have no idea what they are. Sounds to me that Mile told her a way to send her thoughts within her body to those nano machines that she breathe in and make them strengthened her body. Though she probably think of it as something like willpower. Something like “I will become stronger” being transmitted to the nanomachines and buffing her strength.
